  Polyester film dumping duty under review

The Commerce Ministry has reportedly initiated a review of the anti-dumping duty imposed since 2003 on imported sun/dust control polyester film from Taiwan and the UAE. Polyester film is applied on glass windows to reduce heat and glare. In a notification, the Directorate-General of Anti-Dumping and Allied Duties in the Department of Commerce said the present investigation was a review because the duty was the difference between $7.99 a kg and the landed value of imports from Taiwan. For imports from the UAE, the duty was the difference between $8.17 a kg and the landed value of imports in 2004. The applicant of the original dumping probe—Garware Polyesters Ltd, Mumbai—filed an application with the Authority seeking a review probe to continue the anti-dumping duty for a further period of five years. On the state of the industry, the applicant claimed that even though the performance of the domestic industry had improved, the situation continued to be ‘fragile’ and ‘injury’ to the domestic industry was likely to intensify in the event of revocation of anti-dumping duties. The Authority said the period of probe for the present review was from April 1, 2007 to March 31, 2008 and the period for injury examination would include the period of investigation.
